This incident caused the partial shutdown of the CTA tunnel and the T3 car park.

Two more people have been arrested in connection with a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was arrested in Lambeth on suspicion of theft and assault and a 23-year-old woman was arrested on suspicion of conspiring to commit a robbery. They both remain in custody, authorities confirmed.

The arrests come after an investigation into an attack at the multi-storey car park at Terminal 3 this past Sunday. Before the attack, a pair of female travelers were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was among the injured during the incident. A total of five individuals were taken to the hospital for medical care and have since been discharged.

Police detained a 31-year-old man on suspicion of theft and assault near the location. He has since been released under investigation while inquiries continue.

Authorities were called at about 08:10 GMT after reports came in regarding a number of individuals hurt by a noxious substance thought to be pepper spray.

The attack - which police said was a standalone incident and not considered terrorism - resulted in delays to rail services and the partial closure of the Central Terminal Area tunnel and the T3 car park for a short time.
